Just a quick observation.

Is it me or has lichess changed how many points based on ratings people get for a win or a loss

For example it used to be if your 2450-2500 and beat someone of 2700-2800 you got upto between 16-20points now you only get 10-12 for a win, and vica versa for losses.

Am i wrong or mistaken?
The amount of points you lose/gain depends not only on your opponent's rating but your own rating deviation. Your bullet rating deviation is 50 which is low, which means that you lose and gain less points per game than most players. This is because when you keep your rating relatively consistent over many games (as you have with bullet) the rating deviation decreases.
So how do i get back to the point where im gaining more for a win than less?
You would have to make your bullet performance more erratic, which means that you would need larger winning/losing streaks that cause more volatile rating changes.

Lower rating deviation is not necessarily bad though because you technically should lose less points per loss.
