We had a swiss-tournament. 14 participiants at the start, 11 rounds. One participiant started later, so we had 15. I had three byes then. That's not correct, I believe. Look at this tournament: lichess.org/swiss/k8BslOsp

Same problem for us. 5 players, expected 5 rounds with 1 bye each. instead tournament ended after 4 rounds after 1 player had 2 byes in a row.

Too many rounds.
15 players = 5 rounds
5 players = 3 rounds
You ask too much especially if there are late joiners and early quitters.
