why is it called a building when it’s already built?

Because it's called a "ruin" when archaeologists start to take an interest in it
Some builders are working on a high-rise. The skeleton is already erected, and while not yet a high-rise, will eventually give rise to that which will stand fast, where the skeleton now sits. And so, that which is already built gives rise to, when it is finished, a building.

And the builders are all sitting around on their lunch break, when a lovely lady passes by on the street. The builders are all quickly on their feet, throwing catcalls and whistles at this woman. She has a body like Barbie, and the builders all agree that she is built. And so, that which is built gives rise to the builders.
Probably because calling it a "built" would make the construction workers feel like they forgot something!

If you take a package and put it in a ship it is called cargo, but if you transport it by car it is a shipment.

Why is it called a hot water heater instead of just a water heater.

If you are preheating your oven are't you just heating it.
