A hot dog is a hot dog, a sandwich has lettuce and mayonnaise or ham and cheese or marmalade ( jam with butter) or tuna with egg etc
So it is important to use the right word, hot dog has mustard and ketchup otherwise you coul say nachos or pizza or kebab or hammburger.
So no, a hot dog is not a sandwich just like chicken wings are not fried chips.
