PGN is a file format; specifically one for games like chess.

A PGN file is simply a normal .txt file. There's no extra programs you need to access a PGN file, since .txt files are natively supported in most operating systems, like Windows and Linux.

TWIC is a website, not a program.

TWIC hosts the weekly games databases, and you can download the database for each week of the year in the form of a PGN file.

Chessbase also uses PGN files for its databases.

Lucas chess does the same.

just wanna see other programs to see what is the best program for chess

Unfortunately, you're limited by your 32-bit system.

There's nothing best, there's options. Hardware is always a limiting factor to any software.

Lichess is great online. In the meantime, use it as you see it here online.
