User still active after ban for foul language?

Hi all,
someone used quite strong foul language in the chat in a game against me. He insulted me because I didn't give up after losing my queen. I reported him and shortly after I got the notification "Someone you reported was banned". But this user is still active.
What am I missing?

The user was probably chat banned, so he/she can still play games, but is unable to use the chat feature.

"Banned" doesn't mean that the account is permanently closed, it just means that the account is prevented from using a certain feature (for example, computer cheaters are banned from playing games that affect rating and tournaments.)
