Some ban rule(s) a bit harsh maybe...?

"Letting time run out instead of resigning"... I would definitely not ban anyone for that. Reason is simple (and this goes for most gameplay-related bans as well): the offending player can never waste any more of the other player's time than was allotted for the game. The other player gets full value for his used time, right?

Also, I would change this rule: if a player doesn't start his game, the time will just run out altogether and the other player wins. Same reason.

Of course none of this makes any sense if everyone plays for playing rather than the points - but I'm fairly sure most will be happy to receive the points.
Beyond that it is a very common measure to annoy your opponent. And this will be recognized and punished. If there’s a pattern it will be recognized and taken into consideration.

Of course it's a way to annoy your opponent, but how much annoyance is it actually? If someone does that to me I start chatting like: "So, how's the day otherwise?" I'm willing to bet the other one will be way more annoyed than I am.
Also, I just had a game where the opponent didn't resign in the face of a one-move mate, with something like 9 seconds to go. Why would anyone get even a warning for that? Of course most of us will see mates in 9 seconds - but still, it's just 9 seconds of my time, which I certainly spent gloating over my victory and would have done so even had he resigned. Not one bit annoyed.
Might have been a lot more than 9 seconds though - I woke up at 9 seconds, to be honest. Was just exaggerating a bit to get the point across. If you want me to I'll dig it up for you.
@hruukki1 please, do so. Did your opponent receive a temporary ban for letting the time run out instead of resigning?
