Not exactly, because the user was blocked after I played my last game. So, yesterday I ended the day with a rating of 2628, and it hasn't changed since.

Yes. But your rating before losing to the cheater was 2611 which is much lower than 2628.
You get 1 less defund point for ever 2 that you recover.

Example:
Imagine your rating is 2000.
You lose 10 points to a cheater so your rating changes to 1990.
Then you keep playing and reach 2000 rating again, recovering the 10 points that you lost.
If you get refunded now, the refund will not be 10 points, it will be 5.
And if instead of reaching 2000, you reach 2010 or more before the cheater is banned, then your refund will be 0.

That is what I meant when I said "you corrected it yourself".

Thanks for your patient explanation, but I don't quite understand the logic. Let's say I had $100, and then a thief stole $10. I continued to work honestly and earned $20, after which I had $110. But if the thief hadn't stolen my $10, I would now have $120.

You lost 10 rating to a cheater. So then you were underrated by 10. That means you won more rating from winning subsequent games and lost less rating from losing subsequent games. Your rating adjusted itself.
