People who leave games without resigning

OP: Nah, it's nice in fact. Shows how much you devastated them. Personally, I like it.
I don't understand why it annoys you all so much. Just sit and relax and enjoy the upcoming win.
Lichess already notices that a player has disconnected after a few minutes and offers you to claim victory.
Its not as bad in blitz or bullet but in longer time controls its ridiculous. I used to play on chess.com and I used to get this constantly in all time controls. Here on lichess it isnt as bad but it is still a big issue. I see it every day here aswell. Thats why I dont play long time controles. To be fair to lichess they do ban engine users pretty fast if you report them. Like today i was spectating a tournament and a player was using an engine for every move. I reported him and he was banned by the end of the tournament. I just wish lichess would be as fast banning time wasters.
May I suggest rather than a time-out (which may or may not affect them), make them solve several really boring chess problems (like the CAPCHAs for the forum) before they can play again. Preferably the same problems every time! The number of problems goes up by 1 each time they do it.
Supporting quitting-without-resign behaviour is unacceptable, and that's what both people minimizing the problem *and* Lichess are doing. One must understand a few quite obvious principles:

1) When you are playing chess, if you quit, you loose. That's a rule. If you didn't put down your king before leaving, the referee MUST do it in your behalf.

2) A player's connection problem must not become his opponent's. Lichess should take care of that by automatically assigning victory to the player still on board when his opponents goes offline for more than 30 seconds, that's more than enough. Otherwise they are forcing caring players to waste their own time because of less caring people's problems.

3) Warnings in the chat window is completely useless because nobody comes back to read the chat AFTER leaving a game.

4) Any punishment 'after', that's a very childish and ineffective way to address the problem, because 1) new players keep on coming and they always do the same thing, 2) you could hit people whose connection just dropped, and the only effect you obtain is pissing them off and have them start sympathizing with 'real' leavers, or simply move from Lichess to Chess.com, where they simply auto-resign ANY game after 30 seconds, so no punishment and no hassle for anyone.

5) In Lichess, leavers can even start a new game when their time is still running in the game they just abandoned without resigning. This is outragious! It can and must be stopped immediately. No excuse for Lichess allowing it.

5) I think Lichess permanently bans such abusers if they're reported. But people seem to love coming to the forum to complain, ignoring the large, bold text with the exclamation icon and the word important which states, "To report a user for cheating or bad behaviour, use the report form" instead of actually reporting the abusers.

There's nothing wrong with playing two games at once, assuming you don't abusively abandon either game.
@toadofsky to assume people just complain without reporting is disingenuous. I must have reported 100 people, nothing ever happened.

@Mark_Iorio is 100% right. Especially on point 3. You wait 3 minutes and then a message appears that the cheater doesn't even see LOL because they left... 3 minutes ago.
And point 5 is just running salt in the wound. You're sat there waiting for the clock and the cheater is already on their next game.
