I think lichess should make it so anybody can see notes put on a person, including the person that the note is put on

agreed, only allowing friends to see doesn't really make any sense

It makes sense for people to be able to see notes put on them, and others too. I've seen people with 10 notes and they don't even know about what people are talking about him/her

You go and see a profiles notes if you want to know if the person has good or bad relations with other players, so you would know for yourself if that person is good or bad. If the person is good, then you would go and friend them. If the person is bad, you wouldn't friend them.
Now, you have to be friends with the person that you want to see their notes, but, now that you are friends, it would be rude to unfriend them.
Notes should act as comments on the person and everyone should be able to see them. The fact that the person that owns the profile can't see them isn't right, as the person should know what people are saying about them and act accordingly.
