There is no problem -- when you get a puzzle incorrect you lose puzzle rating proportional to that puzzle's difficulty. You can verify this by looking at your profile. Recently you solved 23 tactical puzzles in a day but lost ~60 points on your puzzle rating. This confirms that you are losing rating points for the 13 puzzles you incorrectly solved.

For such complaints can you please send a screenshot to back it up? As is it seems very dubious to be true.
AFAIK the lichess puzzle ratings work just like normal ratings, if you "beat" a puzzle much higher rated than you, you gain a lot of rating, if you beat a puzzle much lower rated than you you only gain a bit of rating.
Conversely, if a puzzle gets solved by a strong player it only loses a few rating points, if it gets solved by a weaker player it loses more rating points.

#1 Puzzle rating is used to serve appropriate puzzles. Don't stress over it too much, it's really not that important.

Related - I've noticed when I complete puzzles on my laptop, I'm then asked to replay those same puzzles again when I switch to the mobile app. Rating is unaffected by these duplicate puzzles but I would rather the app pickup with new puzzles
@grymee I have also noticed that recently. Well, you can open lichess on a browser even on mobile though.
