Getting warnings after waiting 15 seconds

Wasn't 15 seconds the amount of time people were supposed to wait for opponents to move? I tried to play one game from the lobby, the circle thingy was gray....he wasn't even there. I waited 20 seconds then aborted, but got a warning. I got another warning after waiting 15 seconds.
If you wait until it auto-aborts, your opponent gets the warning. I think it's 25 seconds unless it depends on time control?
25 seconds is too long to wait for a guy that isn't even there. imo
It has to do with the TC selected and the variant you are playing.

IE Chess960 gets longer time before the first move to give each player a moment to study the board.

A 5minute standard variant game each player gets around 23 seconds before the first move.

On ultrabullet standard you only get around 13 seconds to make the first move.
Standard Tournaments you get the 15 seconds; which is probably why you thought that.
