"You get better by playing Classic games"

Because my phone on which I played Bullet has an input error I now mainly play Classic on Desktop. After up and down in the last days I now lost 12 of the last 13 games with the other being a draw. How is this possible if playing Classic is supposed to help you improve? I just get outplayed left and right even in winning positions. What can I do?

Just blindly following the saying that 'you improve by playing slow chess' won't improve directly.
One has to make efforts from their side to make ends meet to improve.
In fact classical games help. In your case also they are helping by finding your mistakes but you are not noticing what they are saying. Analyse your losses and understand the actual reason. And thereon work on the weaknesses.
Also, improving at chess isn't a race that you begin conplaining in only a day. It actually takes lot to time to improve.
If you aren't serious about chess then live your life by yourself but don't complain.
If you are serious then you have to get time to devote to chess.
The more one devotes and more one plays and more one becomes experienced on learning from mistakes, one improves more quicker.
It's just about mental approach towards chess.
You played 9-16 Classical Games PER DAY! You will lose because of FATIGUE. Slow down... Play fewer Classical Games a day and your performance will improve.

I generally play 15 min or longer games and have noticed a tendency for my opponents to blitz out moves from the start. Many times they succeed in getting an advantage (both in time and on the board) but then they hang the queen or miss some other simple tactic that loses the game for them. Makes me wonder why they even click on 15 min games.

Also, I would say, take the time to thoroughly review the games move by move and don't just note where the blunders or mistakes occurred - see why they occurred, and follow the more accurate lines to see where they lead.
Play & *effortfully analyze* 1–2 Classical games daily; not 921 & a half. Work *well*; not *hard*.

I played 770 in one year without any improvement in 10 months though.

As I previously said, you need to work on by yourself. Do everything required to improve. Only playing games won't improve by itself.
