What does " #'*+, " mean?

A user Shinana comments this on lots of puzzles. I like checking out the games the puzzles come from, and run into this dude pretty often.

I've messaged them asking, but no reply. I just find this super mysterious and there's nothing on google about it.

Any ideas what this means?

I'm not seeing what you are seeing... but my guess is "v" is for "variation", meaning a line of moves that could have happened.

I see that Shinana, a spectator of the game, made the comment: v'*+,
Is that what you're talking about? (I have no idea what it means).
