waiting when opponent has left

Sometimes when my opponent has left the game and this green button has turned to grey I have to wait only for a few seconds to claim a win. But on other occasions I have to wait for the whole clock running down to zero, even if it's 5 minutes. Why is that?

I wish it was a certain percentage of the maximum time allotted after disconnecting before you could claim a win.

Maybe more with classical, but if bullet/blitz, it should be like dc for 15 seconds and 45 seconds, respectively.
If the user closes the tab you only have to wait 15s to claim a win (or draw), if they have the tab open its 60s (or maybe its 90s. Can't recall).
If they have the tab still open, how can we say at all that they have left? Why does the green light turn to grey? Because they play in another tab?
Sometimes it's 3+ minutes on rapid before I can call victory. Even if it is internet issues, they should FF if they disconnect for an extended period of time or at least offer an instant draw.
In general this is not about internet issues. They often leave 1 move before mate or after losing the queen (especially in anonymous section). The button immediately turns to grey, so obviously they are not just sitting in front of their lost position and let clock run down. No, they have left, but still there is this big difference in waiting time before you can claim the win.
@horsewithaname As it is a computer system which decides if a player has deliberately left or is experiencing connection problems, there will be grey areas. I doubt the system monitors ongoing games to determine for example "that player lost their queen and then there was an immediate disconnect, therefore that is a ragequit", I can only imagine the system analyses "how the connection was lost". Periodic disconnect/reconnect.disconnect would indicate a problem, whereas a disconnect with no attempts to reconnect could be considered a ragequit. I don't know if that's how Lichess determines these things, but it's an example, and no system is perfect. "Blunder-followed-by-disconnect" detection would require an instance of Stockfish to monitor each game being played, which is impractical.

Thank you for your interesting answer! Talking about anonymous section it would mean that lichess system is observing even the anonymous players and, when a player leaves a game, is giving some kind of bonus when they had connection problems before. It's possible, but I'm not completely sure about this.
