White has been marked for cheating, so I'd say yes without even looking at the game beyond the ratings and the result.
Looking at the game, nice knight sac on move 15. Really impressive that he could find and evaluate it in only 5 seconds. He had to have seen 15. Nxe6 fxe6 16. Bxe6+ Kh8 17. Rfd1 Qe8 18. Rc8 Qa4 19. Rxf8+ Bxf8 20. Rd8 Qb4 21. Bd2 (there are other wins here but this is the simplest) Qe7 22. Bxa5.

I looked at the game before I read the comment and I said yes, definitely. This is like high high level.
According Komodo 11.3 black is not much worse after 19...Rxc8. +0.7 advantage for white per Komodo. Stockfish & Houdini tend to be more optimistic as they tend to overvalue the queen in the presence of opponents minor pieces. Stockfish say +1 advantage.

We can also play 15.Nxe5 because of a wrong but very simple reasoning :
15.Nxe5 fxe5 16. Bxe5+
The whites sacrificed a knight to get 2 pawns and a well placed bishop threatening the king and escaping the threat of the knight.
On peut aussi jouer 15. Cxe5 sur la base d'un raisonnement erroné mais très simple à effectuer :

En règle générale de très bons coups, très complexes, peuvent être découverts par de faibles joueurs sur la base d'un mauvais raisonnement. Le coup est juste mais pour de mauvaises raisons. On observe cela souvent dans les problèmes tactiques. Certains ont une côte très faible malgré leur grande difficulté à cause de cela.
