Making this could lead to a tournament system with a longer "season"-like period where more prestigious winners could be crowned. Also, have different "leagues" for lower-rated players.

This is what we're doing at European Chess960 League except time controls: 5+2 currently. Maybe we can add 10+0 and 15+5 later.
I think we definitely need moderator supporting the idea of such tournament.
First of all - Swiss system (not random automatical pairing) - https://en.wikipedia.org/wiki/Swiss-system_tournament
Second - all the games should start at certain time, i.e. there should be timetable of different rounds.
Third - nice tournament table would be perfect =)
