Yes, its cheating, when you drink water while playing. Its only allowed 2 hours before the game. Also its not allowed to eat anything on the same day. However, the only thing you can eat are raisins. But every raisin has to be inspected by a referee, to make sure they are normal and not manipulated. I hope this answers your question
