I have not seen anyone below 600 except some 7 years old games the accounts of those players seems to be closed

If I had such an account I'd definitely hang on to it. It would be like in World of Warcraft going around in some depreciated gear that no one else could get.

The problem with answering this question is you can't prove a negative. No amount of examples can prove it can't be done. But if we had one example of an account with a rating <600 then we proved it can be done. We just need that proof.

They could have if they never played a rated game again.
I guess in lichess a person cannot have a rating lesser than 600 ( I have never expereinced it so I am not sure ! )
