That's strange, because there is nothing in the TOS about 2 people in the same household both having an account. Even if they think you are the same person making 2 accounts that's not a big deal, even Thibault said it's fine as long as it's not for a bad reason to have 2 accounts.
So it seems like there's something else going on here. Did you play against your sis and win a lot of games. They might think you made that account just to boost your rating.
There is lichess.org/appeal but i'm not sure if it works for closed accounts.
If not there are other things.
