Yes, it is logical. When the pawn reaches the seventh rank it promotes, in a sense, and gets an additional capture capability forward. Thus, a pawn on the seventh can never be blocked.

This limited pawn promotion is known from Xiangqi (Chinese chess). When a pawn passes the middle of the board, it gets two additional movement and capture possibilities to the sides.
