Claiming a dead draw

In the following game I "lost" because my flag dropped, but I can claim a draw ( in face white is winning in the final position and endgame). Does lichess allow this?

I should mention there was no time increment, which is why I wish to claim a draw.

You cannot claim otb in Blitz and Rapid either and only in rare cases in long games. I mean you can claim, but it‘s useless or counterproductive, i.e. opponent might get a bonus.
There is a new rule that allows you to get increment when you offer draw. The FIDE applies this rule for 2 or 3 years, and in any time control I think
Not in Blitz and not in rapid. In long games yes, but it is sometimes excluded in advance (by the organizer).

Either way, the trend goes to an ubiquitous increment from start.
So if the opponent has only the king left and I run out of time, he's the winner?? In the final position of the game posted above, black has practically zero chance of winning the game. The bishop is stuck, the pawns are all blocked, the king can't penetrate.
