Hi together!I lost today 2 games against a cheater so I wanted to check if he got banned. Now his account is closed. Does it mean he was banned for cheating?
I am asking this, because in past I also lost against cheaters, but normally I got rating points back, but not now. So because of that, I am not sure now.

All it truly means is that he closed his account. Anything beyond that is speculation.
How can you check? I mainly play casual to avoid them... But I find it very suspicious when an opponent has a rating of <1500 in bullet, but over 2k in standard, like my previous opponent...

This is very normal. A player that is good at ultra is often worse at bullet. A bullet player is often worse at standard. A standard player is often worse at classical; etc.
I'd say this is due to a player trying to use the same tactics they'd use in bullet while playing standard. Instant moves or premoves; meanwhile their opponent is actually taking the time to think. NTM people who are used to quick bullet games often get bored in standard and simply resign.
