Why is this considered a draw?

Since Black ran out of time, shouldn't this be a win for White?

White has no way to mate black, therefore it is a draw

It's called Draw by timeout vs insufficient material.
It's impossible for White to checkmate Black, however Black has ran out of time.

White cannot checkmate black black can checkmate white but has no time to do both players are out of moves and it ends in draw

Because since it was an unaivoidable checkmate it was a draw

And the position is a theoretical draw since black has no way to force white's king out of the promotion corner.

Not just a theoretical draw, but a practical draw. Hence a draw by the rules of chess.
