Why is this considered a draw?

It's called Draw by timeout vs insufficient material.
It's impossible for White to checkmate Black, however Black has ran out of time.
White cannot checkmate black black can checkmate white but has no time to do both players are out of moves and it ends in draw
@Feuer1 No player is able to make a move that will eventually result in a checkmate.
(Black because there is no time for a move and white because there's insufficient material.)
And the position is a theoretical draw since black has no way to force white's king out of the promotion corner.
Not just a theoretical draw, but a practical draw. Hence a draw by the rules of chess.
