its not a bongcloud unless it starts: 1. e4 e5 2: Ke2
Any opening with 1. e3 is called the Van't Kruijs opening. Basically White saying to Black "I don't want first move advantage, I'd rather just get you out of the opening book ASAP"
I imagine Ke2 is just "bad" at high levels. But at 2+1 time control unexpected moves can be strong.
