The 30th 4NCL Congress is a 5-round Swiss tournament held from the 16th of June to the 18th in Mercure Daventry Court Hotel, Sedgemoor Way, Daventry, England.

The time control is 90 minutes with a 30-second increment beginning from move one. Players will be defaulted 30 minutes after the scheduled start of a round. Re-pairing will take place 30 minutes after the start of a round. A 0.5-point bye may be taken in rounds 1–4.

ECF and FIDE ratings from the June 2023 list will be used. Players without a current FIDE or ECF rating must give details of estimated playing strength, including any previously held grading, or current grading from another body.
